Radio Antenna
What is this antenna on the vertical fin? Not the one at the top but the ugly antenna sticking out from the fin?

You mean the "towel bar" antenna? That is, BTW, the colloquial term for the balanced loop VOR antenna. I am not sure why you have two VOR antennas. Normally a splitter is used so that both nav radios connect to the same antenna. The Towel Bar is electronically superior to the cats whisper, but, as you noted, is not very good looking.

That is a redundant drag amplifier, aka a towel bar VOR/GS antenna. As Krisitin mentioned, you seem to have two, the cat whiskers at the top and the towel bar.
Many high speed aircraft use blade versions of this antenna.
