I was just hoping someone had a more definitive answer before going with the 21gph.

I believe you are not asking the correct question. The question should be, what is the specification for the allowable sea level fuel flow at full rated power for the IO-540-xxxx? Don't mention the airplane as it has nothing to do with this spec. Trust me 21 gph is no where close. Lycoming knows, they aren't telling you for some reason. Try a call to Precision Fuel Systems or Western Skyways as they do their own accessories in house. If you use 26 gph for full rated power you will be in the ball park.
