Jason, this is a tough one. If you had left your phone number I would have called and discussed this.
Bottom line --- from what you reported the STC gas been abandoned, and you can verify that with a call to your nearest FAA FSDO if your are an A&P or IA. If not, the chances are that a FSDO inspector will be more responsive to a mechanic who is under his authority.
The question to the FSDO is to confirm if the STC is alive or is abandoned. If it is alive the FSDO should be able to tell you who has it. If it is abandoned, will the FSDO let your mechanic do a 337 field approval? (probably not, but ask anyway).
The next question - would your mechanic sign it off as a minor alteration?
Third question : who will make the belts for you?

Hans has good data on his website and I recommend that every Comanche owner view his website at www.hdneubert.com. Hans and his son have one of the finest Twin Comanches anywhere, and his knowledge of the type is amazing.
My point of having your IA contact his FSDO is that an inspector would pull up the old STC, but thanks to Matt you now have the STC and supporting documents and can submit those to the FSDO with a 337 and request a field approval. You will be asked for data to support the quality of the seat belts (read the STC for detail) so that is where one of the existing seat belt suppliers might help (Paul Phillips comes to mind again).
