Parking Brake

Today, while setting the parking brake, the parking brake handle got stuck in a position that was half extended. I tried to push the brakes and retract the handle into its stowed position, but it won't move. As a result, the left brake does not work with the handle partially extended. What are other people's experience with this, and how do you get it to reset?

Check the linkage between the handle and the master cylinder. The T-handle merely operates a cable which in turn shuts a valve on the master cylinders to lock the pressure in the system. Sounds like something broke or slipped between the handle and the values built into the master cylinders.
