Propellor surging

I have a Turbo PA30 with Horizon Electronic TACHS and after power reduction from Takeoff power with prop handles full forward my right RPM constantly surges up and down as much as 80 RPM very quickly.  Occasionally it settles down.  Once a descent is begun with the power back the surging stops.  I do not notice fluctuations in fuel flow or engine EGT or CHT.  The surging does feel like it yaws the airplane occasionally.  I just had the prop governor overhauled to try to rectify the issue but the problem has not improved at all.  I also have Fine Wire plugs on both engines, which are IO320-C1A engines.  Any suggestions will be appreciated.
