Position Washer on Three Position Fuel Valve (PA-24-180)

I am rebuilding the fuel valve stem and I am not sure how to install the position washer. Service Bulletin #354B shows how to orient it on the valve stem but it doesn't show how the small tab on the outside of the position washer is oriented to the valve body. I do not see a slot or indention in the valve body where the tab on the position washer would be placed. Do you just push the washer past the threads on the valve body?

There is a small indentation in the valve body to accept the tab on the outside of the detention washer.
