Does anyone have any info on where I could find the fuel cell kit 760-277 or have the installation instructions for one?

1959 PA-24-250 SN 24-1304

To eliminate A.D. 68-13-3.

Kit number 756-756 is also another kit.

Sometimes it’s possible to get the parts (23464-00 vent assembly and 23478-00 vent splash plate for the left side and 23464-01 and 23478-01 for the right) from a Comanche fuselage

Try https://www.faethaircraft.com   since they have some PA24 fuselages.  Kenny Faeth is helpful.

Otherwise have your IA make them as an owner assisted part. It's not too complicated. I assume that you've tried Webco and Aviall (now called Boeing) to verify that no kits are available.

Please let me know how this turns out. It's a modification worth doing ..... it helps prevent icing of the vent pipe but an owner produced part is probably the easiest way to go.
