Wing Root Seals

Before I departed KFTW the other day I noticed the rubber strip on the under side of the right wing hanging down about 3 feet. It was cold, windy and raining so I just cut the rubber off with a pocket knife to avoid beating up the plane in flight. Where can I purchase this seal? Should I use a contact cement to hold it on? Remove the metal strip?

Webco has it. I was told you don't need any cement, but I didn't have any luck so I used some cement as did the guy before me.

Use the cement sparingly.
