The manual for my PA 30 warns not to turn the nosegear beyond its 40 degree arc.
Does that mean 40 degrees each side or 40 degrees total? Only 20 degrees each
side isn’t much of a turn.

On page 8-3 of the POH it says “20 degrees either side of center”. Not much of a turn.
Anyhow, I’ve answered my own question.

You will find there are stops on the housing which provide a physical limit when you are turning the nose wheel with a hand held tow bar. The trouble starts when you use a powered towing device and the turn limits are exceeded there is a good chance the limit lugs could be broken.

Some owners disconnect the bolt on the scissor link to allow the nose wheel to turn freely when they used a powered tug. If you go down this path you need to have a sure fire way of making sure the scissor link is reconnected prior to flight.
