Australian Stabilator Horn in Canada

Does anyone have any experience with getting the paperwork in order so that an Australian Stabilator Horn can be installed in Canada?

We have an ICS member attempting this and the AMO is balking at the horn paperwork. There is a Form One - Authorized Release Certificate from CASA which looks almost exactly like the Form One - Authorized Release Certificate from Transport Canada. However: there are problems which came up due to the note on the form one regarding a bilateral agreement between the USA and Australia that does not exist between Canada and Australia.

Has anyone done this in Canada and what was the deciding factor that allowed your AMO to do it? There seems to be some difficulty due to the technicalities of a USA FAA PMA, the supplemental type certificate, and Australian imports. Given that there is no actual modification of the aircraft (it is just a better part) why would an STC even be required, or is that a red herring.

Hoping to get some help on this. The shop installed it and now at the last minute there is some kind of audit that is preventing the annual from being signed off.

Hello:

I wanted to call ICS member's attention to a certification issue in Canada regarding the Australian stabilator horn. Due to a wrinkle in the certification process, the bi-lateral agreement between the FAA and TCCA does not cover supplemental type certificates from the FAA that have been labeled as "IMPORT." This is the case with the CASA supplemental type certificate that covers the Australian horn. There is also no bi-lateral agreement with Australia between CASA and the TCCA that allows the horn to be used.

Therefore, until TCCA goes through a level 3 validation review the horn should not be installed on C-registered aircraft in Canada. This issue came up when an AME in Canada was installing a horn recently and had his paperwork audited by his internal QA/QC team. All persons to date assumed that the FAA STC meant it was good to fly, but it turns out that this is not the case.

I have already been in contact with the TCCA certification branch as well as the Australian ICS team that expedited the FAA STC team, and TCCA has the information package that covered this issue. I will be following up with Greg out of Calgary (the person performing the review) and will keep you all up to date.
