Stabilator AD

I spoke with my maintenance shop and I have a different understanding of Stabilator AD 2012-17-06 from them. I am hoping an IA or A&P can clear things up for me.

The AD requires inspection "within the next 100 hours TIS after October 22, 2012" for those stabilators that have not been previously inspected. Mine has not been inspected.

I am being told this will AD need to be done at the next Annual inspection, even if the aircraft has not reached 100 hours TIS after October 22, 2012, since all ADs must be complied with at Annual. I thought the AD did not require compliance until the 100 TIS, even if this took say a couple of years years.

What is the correct interpretation?

Your interpretation is correct. There is no special requirement to do AD's at an annual other than to do all the ones that are due at that time. Yours will not be due until 100 TIS since 10/22/12. Then it must be done whether the aircraft is due for an annual or not. If that AD becomes due before the next annual, you must ground the aircraft and have the AD complied with.
